MODALITIES of PAYMENT OF COMPENSATION FOR VILLAGE POULTRY (TOGO)

The arrangement establishes was aimed at separating the function of « culling and estimation of the amount of the compensation » from the « compensation payment » function.

The forms "culling certification" (AA) already existing at the DEP were used. Numbered forms, in books of 50, 4 self-copying parts. They help indicate the quantities of each category of poultry, the corresponding amount and the total amount to pay.

The FAO expert has designed with the DEP a form « certificate of compensation » (AI). Numbered forms, in books of 50, 4 self-copying components.

Seven teams (one per village) were trained, and each team included: 

 1 DEP agent, organizing the stamping out 

 1 DEP agent delivering the stamping out certificate 

 1 accountant from the MAEP, payer, issuing the compensation certificate 

 2 security agents A dozen seasonal workers hired in the village

Each team was installed in a central point of the village. The villagers brought their poultry there.
The following steps were followed: 

 1. Counting the poultry and delivering to the owner an AA-form 1 ; signed by the DEP agent and the owner 

 2. The AA-form 2 is submitted to the accountant-payer by the DEP agent (At the same time the poultry is culled by suffocation (in bags), then incinerated in a pit located at a sizeable distance from dwellings and water points). 

 3. The owner submits to the accountant-payer the AA-form 1 and the latter gives him in return the AA-form2.

 4. On this basis, the accountant pays the compensation to the owner and gives him the AI-form1.

At the conclusion of these steps, the different actors have the following documents:

DEP Agent (stamping out) : AA form 3 book and 4
Accountant : AA form 1 and AI form 2 book, 3 and 4
 Owner : AA form 2 – AI form 1

Subsequently, in the offices, for an initial check, the AA form 3 and the AI form 2 are taken apart and clipped together. The AI form 3 may be taken apart for accounting. 
 The books remain available for other checks : AA- form 4 and AI-4.
